What Is Kava?

Kava is a drink made from the ground root of a Pacific pepper plant, mixed with cold water and strained. That's the whole recipe: root and water. People have been drinking it in Vanuatu, Fiji, Tonga, Samoa and Hawai'i for roughly three thousand years, and they drink it for the same reason someone orders a shell in Phoenix on a Thursday night — it settles you without taking you out.

The short version

What it is. The root and rootstock of Piper methysticum, a Pacific pepper plant, dried and ground, then kneaded in cold water and strained through a fine mesh bag. Nothing is burned, distilled, fermented or chemically extracted.

What it does. Muscle relaxation, quieted anxiety, easy conversation, a briefly numb tongue. Your thinking stays clear. There is no disinhibition, no aggression, no blackout, no hangover.

What's in it. Six major compounds called kavalactones, plus water-soluble root starch. The ratio of those six is a cultivar's chemotype — its fingerprint.

Is it a food? Yes — that is the position of the international food standards body, of the states of Hawai'i and Michigan, and of recent FDA correspondence. It is also still being argued over. See “Kava is a Food” below.

Is it legal? Federally, yes. Kava is not a controlled substance anywhere in the United States. How it may be served varies by state and city and is changing fast.

The one thing to check. Noble cultivar. Root only. Water only. A recent certificate of analysis. Everything that has ever gone wrong with kava traces back to one of those four.

The Root

Piper methysticum cannot reproduce on its own. It is a sterile cultigen — it flowers, but it sets no viable seed. Every kava plant alive today grew from a cutting of another plant, which grew from a cutting of another, in an unbroken chain running back to a wild ancestor called Piper wichmannii and to some gardener in northern Vanuatu, roughly three millennia ago, who noticed that one plant in the row was better than the others and decided to keep it going.

Hundreds of named cultivars descend from that habit of attention. Vanuatu alone recognizes dozens, each with its own chemistry, its own reputation, its own local name. The root takes three to five years to be worth harvesting, and it is the only part that matters: the fat basal stump and the pale lateral roots, dug by hand, washed, peeled, sliced and dried. A plant is a small agricultural pension. You put it in the ground and wait half a decade.

The Culture

What kava is for is easier to see than to explain. In Fiji it is yaqona, and the formal version — the chiefly bowl, the clapped hands, the sevusevu offered to a village before you ask anything of it — is real but is not most of it. Most of it is plastic bowls at dawn, muddy shells passed under a tree stump, root-water in a recycled soda bottle, a farmer and a postman and a guy off the night shift sitting on a mat not saying much.

In Tonga it is the faikava, an all-night circle of talk and song. In Samoa it is 'ava, in Vanuatu the nakamal, in Hawai'i 'awa, a canoe plant carried across open ocean by people who did not intend to arrive anywhere without it.

Across all of them the drink does one social job with great reliability: it makes people slower to take offense. On islands where a feud has nowhere to go, that is not a pleasantry. It is infrastructure.

The Chemistry

The active compounds are the kavalactones, and there are six that account for nearly all of the effect: kavain, dihydrokavain, methysticin, dihydromethysticin, yangonin and desmethoxyyangonin. Rank them by abundance and you get a six-digit chemotype code — a Vanuatu convention, and the most useful number in the whole industry.

Noble cultivars lead with kavain or dihydrokavain and carry little of a chalcone called flavokavain B; the rough cultivars, the tudei ("two-day") varieties that leave people nauseated and flattened into the next afternoon, lead differently and carry more of it.

Mechanistically, kava is unusual: it appears to work on GABA-A receptors without binding the benzodiazepine site, modulates sodium and calcium channels, and lightly inhibits MAO-B. This is why the experience does not resemble alcohol or a sedative — the anxiety comes down while the mind stays on.

Kavalactones are only partly water-soluble, which is why traditional preparation is a physical act. You knead the root in cold water for several minutes. The kneading is the extraction. And the numb lip is a genuine local anesthetic effect, a small chemical receipt confirming the root was good.

The American Chapter

Kava is not new here. It was sold in the Sears, Roebuck & Co. catalogue more than a century ago, and promoted around Prohibition as a temperance drink for people who wanted the social evening without the wreckage. It resurfaced in the 1990s as a capsule and a tincture, in standardized solvent extracts sold in pharmacies from Frankfurt to Phoenix — and it was those products, not the root-and-water beverage, that walked into the storm of 2002. The kava bar came later and came from a different direction entirely: Pacific Islander families, Florida surf towns, sober-curious twenty-somethings, veterans, people in recovery, people who simply wanted somewhere to go on a Tuesday that was not a bar. There are now hundreds of them, coast to coast, and they are still explaining themselves to health inspectors who have never heard of the drink. This page exists largely because of that gap.

Kava Is a Food

This is the single most important thing to understand, and it is the thing most often gotten wrong. Noble kava root, ground and steeped in filtered water, is a food. You will hear other designations — food additive, dietary supplement, botanical, "unapproved ingredient" — and the distinctions carry real legal weight, but the underlying claim is simple and it is well supported.

Where the "food" position comes from:‍ ‍Codex Alimentarius, the joint FAO/WHO food standards body, adopted a regional standard for kava products used as a beverage when mixed with water (CXS 336R-2020) covering North America and the South West Pacific. It took sixteen years of work. It treats kava as a food commodity, and it restricts itself to the roots, rhizomes and basal stems of noble cultivars.

Hawai'i's Department of Health, with the University of Hawai'i's College of Tropical Agriculture and Human Resources, issued a Generally Recognized as Safe determination for traditionally prepared noble 'awa — explicitly to correct the record on a 2020 FDA memorandum that had not distinguished traditional water preparations from solvent extracts.

Michigan's Department of Agriculture and Rural Development issued guidance recognizing kava as GRAS and permitted in retail food service.

The FDA, in written case responses publicized in December 2025, indicated that kava mixed with water as a single-ingredient conventional food would generally not be treated as a food additive when consumed as a tea.

Where it is still contested: that FDA correspondence answers specific questions; it is not a rule, a guidance document or a formal reclassification, and anyone telling you the FDA has "officially declared kava a food" is running ahead of the paperwork. The agency's 2020 literature memorandum, which declined to recognize kava as safe for use in conventional foods, has not been withdrawn. New York State moved in March 2025 to treat kava beverages in food establishments as an unapproved food additive, and in August 2025 a federal judge upheld enforcement against a kava café.

Arizona health departments have been issuing priority violations to kava bars over kava tea service since May 2026. So: kava is a food, in the sense that matters most — a plant part, prepared with water, eaten and drunk by human beings for three thousand years, and formally standardized as a food commodity by the world's food standards body. It is also a food whose American legal status is being written right now, one state memorandum and one court docket at a time. Both of those are true. Anyone who tells you only one of them is selling something.

The Liver Question

You have probably heard that kava damages your liver. Here is what actually happened. In 2002, Germany's drug regulator, the BfArM, withdrew marketing authorization for kava-containing medicinal products — standardized acetonic and ethanolic extracts sold as pharmaceutical anxiolytics — after a cluster of case reports of liver injury. Britain and much of Europe followed within a year, largely on the strength of the German file.

The FDA issued a consumer advisory the same year. Three things about that file are worth knowing: It was not a study. It was a regulatory causality assessment of assembled case reports, and its quality was disputed almost immediately and at length in the international hepatology literature. Independent reviewers found the assessment methodologically deficient: confounding medications and alcohol were inadequately accounted for, many patients had exceeded the labeled dose or duration, and documentation was in several cases too thin to support the causality grade assigned.

It was about extracts, not the beverage. The implicated products were made with organic solvents at pharmaceutical doses over months. That is a different substance, in a different quantity, on a different schedule, than a root-and-water shell. Germany reversed itself. On 10 June 2014 the Administrative Court of Cologne ruled the withdrawal unlawful, finding that the regulator had not established a causal link between kava preparations and the alleged liver damage. The Higher Administrative Court of Münster affirmed the reasoning in 2015. The BfArM then largely abandoned the safety argument and shifted to disputing efficacy instead.

What the honest picture looks like. The World Health Organization's 2007 assessment found the hepatotoxic risk low, and lower for aqueous preparations than for solvent extracts. Controlled clinical trials of kava for generalized anxiety have not produced serious liver injury. A small number of case reports do exist involving traditional water preparations, and they are argued about. Researchers have proposed several explanations for the rare cases — poor raw material including aerial parts of the plant (stems and leaves, which contain compounds the root does not), tudei cultivars sold as noble, mold contamination in humid storage — and none is settled.

We are not going to tell you the number is zero, because the literature does not say zero and a page that claims it would deserve to be ignored. What the literature does say is this: traditionally prepared noble kava root in water has a very low risk profile, well within the range of things Americans consume without a second thought, and the scare that shaped two decades of policy was built on a regulatory judgment that a German court eventually threw out.

If you have liver disease, drink heavily, or take medication metabolized by the liver, talk to a doctor. That is ordinary caution, not an indictment of the plant.

What Kava Does — and What It Doesn’t

Kava is psychoactive. That is the point of it, and pretending otherwise helps no one.

It does: relax skeletal muscle, reduce anxiety, lengthen your fuse, loosen conversation, numb the mouth, and — at higher volumes — make you want to sit down somewhere dim and quiet. Effects arrive in fifteen to thirty minutes and taper over two to three hours.

It does not: intoxicate you in the way alcohol does. There is no disinhibition, no slurring, no aggression, no memory loss, no next-day hangover. Kava drinkers do not get in fights. This is not marketing; it is the most consistently reported observation in the ethnographic record, and it is why Pacific communities built a peacemaking institution around the bowl.

Use judgment about: driving after a heavy session — research on cognitive function at traditional consumption volumes has found measurable effects, and "not drunk" is not the same as "unaffected." Mixing with alcohol, benzodiazepines, sedatives or hepatically metabolized medication. Daily heavy use over long periods, which is associated with a reversible scaly skin condition called kava dermopathy. Pregnancy and nursing. And anything that isn't root and water — the flavored extracts, boosters, alcohol-kava fusions and mystery "shots" that circulate in smoke shops are a different product with a different risk profile, and the entire community pays for their mistakes.

How to Know You're Drinking Good Kava

Noble cultivar, named. Borogu, Melomelo, Mahakea, Nene, Kelai, Moi. "Premium kava" with no cultivar named is not a claim, it's a color.

Chemotype published. A six-digit code beginning with 4 or 2 — kavain or dihydrokavain forward.

Root only. No aerial parts. Stems and leaves are where the compounds implicated in the rare toxicity hypotheses actually live.

Aqueous preparation. Cold water, kneaded and strained. Not acetone, not ethanol.

A recent certificate of analysis, ideally reporting flavokavain B, heavy metals and microbial screening.

A bar that will answer the question. Ask where the root came from. The good ones light up. The others change the subject.
